- Corrib Gas operators Vermilion previously threatened to use investor courts to sue France over climate law -

Green Party leader Eamon Ryan has yet again used his position in Government to help oil and gas companies, this time by pushing for the ratification of the CETA trade deal [1], according to environmental campaign group Gluaiseacht.

In his first stint as Minister for Energy a decade ago, Eamon Ryan, despite being a high-profile opponent of the Corrib Gas development before entering Government, signed off on various authorisations for the project during his term in Government [2, 3].

In recent months, intense lobbying in particular by the Ireland Canada Business Association (ICBA), has seen Eamon Ryan convert from opposing CETA to supporting the trade deal [4]. The ICBA is a trade association for Canadian businesses in Ireland and includes 2 of the 3 Corrib Gas partners, Vermilion Energy and Nephin Energy. Among the other ICBA members is Irving Oil which owns Ireland’s only oil refinery.

Nephin Energy is the largest shareholder of the Corrib Gas field, holding 43.5% of the field and is owned by the Canada Pension Plan Investment Board. A recent interview with Tom O’Brien, MD of Nephin Energy, made clear that they are currently looking at developing further gas fields around the Corrib gas field, despite a commitment in the Programme for Government that there wouldn’t be any new oil and gas licences given out [5]. Mr O’Brien was one of the signatories of a recent letter to the Irish Times by large Canadian businesses in Ireland and the ICBA calling on the Government to ratify CETA [6].

Meanwhile, it is worth noting that Corrib shareholder and operator Vermillion Energy has previously threatened to sue France using “investor courts” if France pushed ahead with a proposed climate law to end fossil fuel extraction by 2040. The subsequent climate law was significantly watered down. A case study on the incident stated:

“the ambition of France’s much-respected Environment Minister was clearly killed by well-resourced corporate interests that used ISDS as one powerful secret weapon against an urgent and popular goal: combat climate change. A year after the September 2017 version of his fossil fuels law, Hulot resigned. In his resignation interview, he stated that corporate lobbies had too much influence on environmental policy-making” [7]

The regulatory chill that these corporate court systems create has been noted many times, with one corporate lawyer stating “I do a ton of work that involves threatened claims that never go to arbitration,” “That’s much more common,”. “It’s much better to get things done quietly.”[8]

Gluaiseacht member and past Corrib Gas campaigner Nancy Serrano said: “It is worth comparing two of Eamon Ryan’s recent positions. His Department's recent draft Climate Action Bill would make it more difficult for citizens to challenge Ireland’s climate target failures in future. In contrast, CETA will make it easier for corporations to sue on any regulations or laws that affect their profits.”[9]

Nancy Serrano continued: ”Building new bike lanes and retrofitting houses is needed to lessen the effects of the climate crisis but Eamon Ryan seems unwilling to understand that we also need to stand up to the corporations and corporate ideology that has caused the climate crisis. CETA will help the very corporations that we need to challenge at this time, and impede Ireland from fulfilling its climate obligations.“

The Canadian government has also listed the “Opportunities and Benefits of CETA for Canada’s Oil and Gas Exporters” including that “Under CETA, Canadian oil and gas products enjoy duty-free, quota-free market access to the EU".[10]
Preliminary studies on the effects of CETA have stated that petroleum companies have been the main winners under CETA so far [11]

How can we make decisions as a group that are effective, strategic and inclusive of everyone's views and needs? How can social and environmental justice organisers put our values into action inside our groups, at the same time as fighting for freedom and equality in the outside world?

Consensus decision making has the potential to be radically democratic, creative and empowering. Instead of taking a vote, or letting one or two people get their way, a group works together to find solutions that everyone involved can support. However, building consensus and working co-operatively isn't always easy when most of us were brought up in a culture of competition and hierarchy...

This training is geared towards social and environmental justice organisers with any level of experience. The day will help you explore your experiences and values around decision making in groups, and develop skills to do consensus decision making effectively. It will also be a chance to meet other organisers from around the country, find out what issues they are facing in their own groups and do some shared problem-solving on common challenges. If you are new to consensus, or you like the idea, but are struggling to make it work in your group, this training is for you.

Training will be run by Seeds for Change, a co-operative of experienced activists and trainers in the UK. See more at seedsforchange.org.uk

The cost of the training is funded by an social and environmental justice activist network in Ireland called Gluaiseacht for Global Justice. Participants can make donations on the day to cover refreshments.

Participation is free but booking is essential. We are limited to 20 places on each training day. Due to high demand, we ask that you only book a place if you can guarantee your participation on the day, for the full day.

To book, email : gluaiseacht@gmail.com by 23rd February 2018

After you have booked a place you will be asked to send responses to the four short questions directly to the Seeds for Change facilitator who will be running the training on the day, so that they can plan training that is right for the people who are coming. Please note that you responses are for the Seeds for Change facilitator only and will not be shared with Gluaiseacht or other participants.

It was a rash decision made in a couple of hours, born despite other plans and logistics, because of a voice in my mind that screamed I’d regret it if I allowed this opportunity to slip by me. The word activism sparked something of curiosity and excitement in me, but I didn’t really understand its reality or how I could get involved. I always knew it was something I wanted to be immersed in, but unfortunately a real chance to engage had never materialised. Until, that is, I got the opportunity to go to Power Shift.

Waking up every morning, secluded in a field just outside Manchester, my experience of my Power Shift was truly unique, exhilarating, and slightly surreal. The days were filled with a tight schedule involving different workshops, talks, and activities. The range of topics discussed and information I learned was endless and infinitely fascinating. I was inspired by the work that people had achieved, and their ambitious plans for the future. Throughout the talks, I was constantly amazed at the dedication and passion of the people I found myself among. In a political climate generally punctuated by cynicism, I found the message repeated throughout the weekend, incredibly refreshing. The focus of People and Planet, and all the people giving and attending the workshops, was on the solution to the problems, rather than the challenges. They acknowledged and educated about the problems that plague our society, not shying away from any harsh realities; but still choosing to place the focus on how we can fight these injustices instead of allowing the obstacles to paralyse us. I found this message so important and inspiring. The focus also wasn’t just on information, but also pragmatism. They focused on teaching skills and showing people how to run campaigns, protest, and assert positive change. The workshops centered around empowering the students, and instilling in everyone there the confidence to go out and fight for a better future.

I didn’t really know anyone there before going, but my nerves surrounding that were immediately calmed. The atmosphere was warm and inviting, everyone talking eagerly to anyone and after 5 days, it felt that real friendships had formed. There was a great deal of laughter and fun, and my memories are nothing but positive. My gratitude for the opportunity to attend Power Shift is immense. It was an utterly unique experience in so many ways. It informed and educated me on many topics, but also alerted me to the existence of a strong activism culture, especially among college students. It was empowering and refreshing, and an opportunity to discuss big ideas with like minded and equally passionate people. I left Manchester utterly inspired, and cannot wait to get more involved in projects next year and use the skills that I have learned to truly contribute to the causes that matter and make a difference.

It helped me to grow as an activist, and made me more aware as an individual. I had the chance to learn about the most important issues surrounding us, and how to overcome them. We participated in workshops which specifically talked about the issues in communication and media, where we learned how to be respectful towards each other and how to correctly diffuse information. We talked about climate change and the fact that we cannot fight this issue alone - we need to work together to push governments and corporations to make immediate change. We talked about immigration, and how to take everything that is in our hands to make the lives of refugees better and to force the legislation of human rights. The information that I acquired during this event and the friends that I made there have made me aware and educated on the issues that I care about and that I want to fight for. Thanks to this, as part of the Environmental Society committee in Trinity, I hope to do a better job and be able to involve more people to be active and to fight for what they believe in, in productive and effective ways.

The group did not attend the summit but rather took part in actions with other international activists to press on the delegates the need to take climate change seriously. Over the following years in a campaign called, The Bet, Gluaiseacht organised workshops in primary and secondary schools to discuss climate change with pupils and ways to reduce their carbon footprint. In 2009 & 2010 Gluaiseacht members were part group that organised the two Climate Camps in Shannonbridge (focused on peat burning for power generation) and Victoria Bridge, Tyrone (focussed on further expansion of Ireland's road network). Among other projects, Gluaiseacht members have also been part of the Rossport Solidarity Camp and Shell to Sea campaigns in efforts to stop Shell building an inland Gas refinery to bring Corrib Gas onshore. Gluaiseacht members have also been part of the Plane Mad group which campaigned against further expansion of Ireland's aviation industry primarily from a climate change mitigation point of view. Other members work directly with mitigating and adapting to climate change through their personal and professional lives.

Following last years awarding of the overall Green Award to Shell's Corrib Gas Tunnelling Project, this year environmental NGO Gluaiseacht are nominating Donald Trump for the Irish Green Award. The deadline for nominations is the 21st December 2016.

Last year BAM Civil/Wayss & Freytag won the “Green Business of the Year” and “Green Construction award” for their work on the 4.9km gas tunnel under Sruwaddacon estuary in order to complete Corrib Gas pipeline for Shell.[1]

“Giving the Irish Green Award to Donald Trump is the next logical step following the granting of last years award to a project which drilled a 4.9km tunnel through a Special Area of Conservation in order to open a new frontier of fossil fuel extraction.” says Gluaiseacht member Con Coughlan on the nomination of Trump.

“Donald Trump talks about 'Draining the Swamp' but last years winners were 'Draining the Bog' so that they could remove the 125,000 tonnes of peat needed to carry out their 'Green' project”.

The tunnel is also used to return the unwanted chemicals that come in with the gas back out to be dispersed directly into the sea. The tunnel created sinkholes which brought spoil from the tunnel to the surface of the estuary [2]. There has been massive community opposition to the whole project for the last 15 years including the construction of the tunnel.

BAM Civil/Wayss & Freytag are also currently before the courts having been charged with health and safety breaches relating to the death of worker Lars Wagner in the Corrib tunnel in September 2013 [3].

Con Coughlan continued “We think that it makes perfect sense for the Green Awards to follow up the award to a Shell project, with an award to Trump who has now selected the head of ExxonMobil as his new Secretary of State and also promises to scrap Nasa's climate research.”

Other award winners at the Green awards 2016 include Diageo, GMC Utilities and IKEA.
